The Medtronic Foundation has a global commitment to expand access to chronic disease care for underserved populations, including a focus on strengthening cardiovascular (CV) systems of care to people suffering acute CV events. To reach this goal, the foundation aims to strengthen health systems by advancing policies, empowering patients and leveraging caregivers and frontline health workers to improve patient survival and ability to successfully manage their condition long term. HeartRescue Global, a multi-country, multi-year effort involves local, innovative pilot projects, stakeholder engagement, and advocacy efforts in selected areas in China, India, and Brazil. The progect aims to improve access and quality for acute cardiovascular disease (CVD) care, including ST-elevation myocardial infarction (STEMI) and sudden cardiac arrest (SCA) in the selected locations.

The Institute for Health Metrics and Evaluation (IHME) serves as the Medtronic Foundation’s ongoing partner to monitor and evaluate this effort. IHME conducted a baseline needs assessment at each HeartRescue Global site through household, health facility and emergency medical service survey data collection. This data, alongside qualitative interviews in China and India, was used to describe the current state of each site with regards to CVD care, and the knowledge attitudes and practices of communities in the area. In addition to the needs assessment for the program, IHME continues to monitor STEMI registry data from the sites in China and India to monitor improvements in time to care and various measures around reperfusion and survival.
